Policy Challenges affecting WASH Service Delivery in Schools in Uganda

The ambiguity in the institutional mandate for provision of WASH services in schools remains a major impediment to improving the quality of service delivery. The implementation of WASH programmmes in schools is still fragmented among many local and central government institutions/ departments and none of them can be legally held accountable for poor WASH service delivery in schools.The Memorandum of Understanding (MoU) signed between the Ministries of Water and Environment (MoWE), Education and Sports (MES), and Health (MoH) in 2001;

distributed the responsibilities for sanitation and hygiene. According to this MoU, latrine construction and hygiene education in schools was a responsibility of MoES. The MoU was however silent on the provision of safe and clean water to schools.
