Institutional and Organizational Development (IOD)

At NETWAS Uganda, we recognize that sustainable WASH services require strong institutions at every level  from community structures to local governments to civil society organizations. Through this pillar, we strengthen the foundations that ensure WASH services are inclusive, accountable, and sustainable.

1. Internal & Partner Capacity

• Enhancing NETWAS’ internal governance, resource mobilization, and operational systems.

• Supporting local CSOs and grassroots organizations to improve:

  1. Project management

  2. Knowledge use

  3. Accountability mechanisms

• Building technical and advocacy skills among partners to scale impact and influence policy.

2. Local Government & Community Institutions

We collaborate with district governments and community-based structures to improve service delivery and promote inclusive governance.

• Assisting district governments in:

  • Operations & maintenance

  • Asset management

  • Participatory planning

• Strengthening community-based water service providers (CBWSPs) and water user committees to manage rural water services.

• Facilitating community–government dialogue platforms for inclusive decision-making and accountability.

• Supporting CSO coalitions to amplify citizen voices and influence WASH policy.
